1. Personnel Organization
1.1. Consider and provide the advice for Headmaster about arranging of activity organization in MTU.
1.2. Proposal to establish, disband, merge, separate units in MTU and implement the approved schemes.
1.3. Planning labor recruitment, payroll recruitment based on the real need of units in MTU and tracking about manage, use employees.
1.4. Consider and propose the management staffs of the subordinate units, fostering staffs – public employees, lecturers based on MTU’s developing demand.
1.5. Implement the benefits policies for staffs – public employees, educations, training improve professional knowledge and skills, recruitment, change of professional titles, salary increasing consideration, allowances, social insurance policies; emulation and commendation, discipline staffs and public employees, propose consideration for People’s Teacher, Teacher’s Elite, Education career’s Campaign medal, Construction career’s Campaign medal.
1.6. Standing boards of vary Councils: Emulation and Commendation, recruitment, salary increases, change of professional titles, discipline, compensation, refund, teaching test council and others under the assignment of Headmaster.
1.7. Directly manage and update the profile of employees/ laborer/ public employee; co-operation with other units to evaluate employees annual; organize, manage asset declaration, the income of core staffs; updates the lists of retirement, job discontinuation, job quit accordance with laws.
1.8. Co-work with law propaganda and dissemination team, compose and implement propaganda, dissemination and education of law for all employees and students in MTU.
1.9. Study and co-operation with function units to compose, modify, implement and promulgate the regulations that adapt with development demand of MTU.
1.10. Co-operation with related units and Executive Committee of MTU Trade Union organize Conference of officials – public employees annual.
2. Administration
2.1. To perform summarize, administrative, records and archives, support for the school board on documents working rapidly.
2.2. Help Headmaster in monitoring, prompting other units processing assigned works.
2.3. Manage and use the stamp seal. Authenticate documents promulgated from MTU.
2.4. Provide business trip paper, referral paper, certification and other under the permission of Headmaster.
2.5. Co-work with self-defense platoon and fire protection team compose and implement the plan of security, fire protection; co-work with police, local government keep security in MTU.
2.6. Check, propose, compose, modify the regulations that related to functions and tasks of Department of Organization – Administration.
2.7. Perform the external activities, protocol negotiation under the delegation of Headmaster.
